The Position:

The Programe Associate supports the design, planning and management of UNFPA’s Kosovo Programe by managing data inputs, providing logistical support monitoring project implementation and following up recommendations.

The Programme Associate position is located in UNFPA Kosovo Office. Under the overall supervision of Country Director, direct supervision of Assistant Representative, the Programme Associate supports implementation of UNFPA Programme in Kosovo. The Programme Assistant is a part of a team, which provides integrated programme and operational support within a systems strengthening approach fundamental to UNFPA’s overall strategy. The Programme Associate works in close collaboration with the Assistant Representative, Administrative/Financial, Programme and Project staff to exchange information and ensure consistent service delivery.

The Programme Associate assists in the analysis and assessment of relevant political, social and economic trends, guiding and facilitating the delivery of UNFPA’s programmes. 

Job Purpose:

The Programe Associate will support UNFPA Kosovo programe and project implementation of activities in the areas of population data and development through analysis and assessment of political, social and economic trends. 
Will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

Programe Associate will assist in monitoring results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

 

Duties and Responsibilities

 

Programme Associate would be responsible for:

  • Participating in the formulation of the country programme and component projects, by compiling and analyzing information relevant to the UNFPA’s role in the country, drafting project documents and work plans; and preparing tables and statistical data.
  • Implements  initiatives in the area of Population data  and development including cooperation with local stakeholders( public and civils society), and supervision of work of consultants. 
  • Guiding routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities and study tours.
  • Providing logistical support to projects by coordinating project related meetings, workshops and events.
  • Supporting evaluating project and programme activities in the field of population data and development, establishing ways to systematically assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Analyzing and interpreting the political, social and economic environment relevant to UNFPA activities, and identifying opportunities for UNFPA assistance and intervention. 
  • Analyzing policy papers, strategy documents and national development plans; preparing briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Supports coordination of project implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning 
  • Assisting in advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting of donor meetings and public information events, including preparing relevant background material for these events.

Required Skills and Experience

Education:  

  • Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience: 

  • Up to two years professional experience in the field of development and population activities, with experience in programme/ project management is desirable
  • Practical experience in design, monitoring and evaluation of development projects
  • Experience using office software packages and web-based management systems.

Languages: 

  • Fluency in English and Albanian is required; knowledge of Serbian language, is desirable.
