Organizational Location
The Programme Analyst on Population and Development is located in Kosovo Office, and reports to the UNFPA Head of Office. The Programme Analyst will lead the population and development portfolio, focusing on migration, ageing and population dynamics, including data and policy development. This will be achieved through wide consultations within the office, offices of the Balkans cluster, EECA region, EECA RO and the main partners of UNFPA in the country analysis of relevant political, social and economic developments.

Job Purpose
The Programme Analyst will support UNFPA Kosovo* programe and project implementation of activities with focus in the areas of population data and development, including by analyzing relevant political, social and economic developments. . Through analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks.

The Programme Analyst will maintain collaborative relationships within UNFPA, at all levels, as well as with partners, such as UN agencies in the country; national partners, including government agencies, international CSOs, experts, academia, private sector, professional associations, donors, etc.

 

Duties and Responsibilities

Major Activities/Expected Results

  • Participates in the identification and formulation of the Kosovo programme and component projects on population and development and other areas within the Programme by compiling and analyzing information in the subject area including the collection and analyzing the statistical data.
  • Draft concept notes/project proposals in the area Population and Development including development of adequate logical frameworks with Monitoring and Evaluation plans.
  • Implementation of initiatives in the area of Population and Development including the cooperation with local stakeholders (public and civil society) and facilitates work of the consultants.
  • Contributes in evaluation of programme and project activities, establishing and implementing monitoring and evaluation mechanisms and assess the achievement of results.
  • Conducts field visits, participates in review meetings and evaluation missions, and provides inputs to progress reports in the area of Population and Development. Analyzes factors affecting the achievement of results, recommends corrective actions and follows up on recommendations.
  • Coordinates Programe and project implementation in the field of population and development by establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs.
  • Contributes to documenting the results and lessons learned, success stories and best practices and drafting relevant materials for dissemination.
  • Coordinate and contribute to regional-level interventions in the field of population and development, in close cooperation with senior UNFPA advisors / experts.
  • Supports advocacy and resource mobilization strategy of the office by compiling and synthesizing relevant information and provides assistance in organizing and conducting donor meetings and public information events.
  • Analyzes and interprets the political, social and economic environment relevant to population and development and identifies opportunities for UNFPA assistance and intervention. Contributes in analyzing policy papers, strategy documents, national plans and development frameworks, and provides support in preparing policy briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.
  • Reviews IPs quarterly narrative and financial reports, supports implementation of regular spot checks aimed to following up the work of IPs, ensuring their accountability and preventing fraud.
  • Supports and contributes in setting up the Programme’s M&E system based on existing UNFPA formal Monitoring and Evaluation Guidelines.
  • Provide support to UNFPA Head of Office in the M&E Results Group of UNKT including the discussion with other UN agencies on UNSDCF related issues (development of UNSDCF annual work plans, annual reports, planning and implementation of UNSDCF evaluation etc). Participates in other UNKT Result Groups and Task Forces, namely those related to population and development, gender, health, social inclusion and SDGs.
  • In case of emergency declared by UNFPA Kosovo, actively supports preparation and analysis of the findings from the initial inter-agency quick impact and needs assessments to jointly determine priority response actions. Assist the Emergency Preparedness Team in preparation of requests for UNFPA Emergency Funds, and develop a simple but detailed monitoring and evaluation plan for all interventions in collaboration with the implementing partners.

Donor Relations:

  • Advises the Kosovo Director, the Head of Office and the programme/project teams in developing partnerships with donor communities and other development partners in support of resource mobilization, including organizing donor meetings where needed.
  • Facilitates the programme/project teams on data gathering and to report on results;

Work Relations

  • The Programme Analyst on P&D maintains collaborative relationships with all programme and project staff at the office. Internal contacts include the Kosovo Director, Head of Office, Programme Analysts, Operations and the office programme/ technical team and project teams. External contacts include other UN agencies in Kosovo and national counterparts in Kosovo programme activities.

Required Skills and Experience

Education:

  • Advanced degree in health, population, demography and/or other related social science discipline.

Knowledge and Experience:
Prior experience in the field of Population & Development would be desirable.

  • Experience in programme/project management and ability to plan, design, implement and oversee program//projects, particular in the population, research, data management and social sector
  • Practical experience in design, monitoring and evaluation is desirable
  • Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus.

Languages:

  • Fluency in English and Albanian required. Knowledge of Serbian and other minority languages is an asset.
